Is there Uber in Bosnia & Herzegovina?

What this actually costs you
Very little, is the honest answer. Losing ride-hailing sounds worse than it is, because the thing ride-hailing usually saves you from — a driver inventing a price — is handled here by a regulated meter instead. Published tariffs run from 1 KM/km in Bihać to 2,30 KM/km in Sarajevo — roughly ≈ 0,51 € to ≈ 1,18 € a kilometre. There is no surge at 2am, none in the rain, and none on a holiday.
The one thing you give up is the app's paper trail. You cannot pull up a receipt or a driver's name afterwards, which matters most in the two situations where fares go wrong: an unmetered quote at an airport rank, and a long intercity run agreed vaguely. Both are solved by settling the number before the car moves.

Arriving from a country that does have the apps
This catches people out more than anything else on this page. If you have driven down the Dalmatian coast or come in from Belgrade using a ride-hailing app, it stops working at the Bosnian border — not degraded, not fewer cars, simply nothing. Travellers routinely land in Sarajevo or cross at Neum expecting to open an app and find they have no way to move.

A note on Moj Taxi for visitors
Moj Taxi is the closest local equivalent to what you are used to, and in the 1 cities it covers it works much as you would expect: the car on a map, the driver's name and plate, the regulated meter. It is worth having.
It is also worth not relying on. Visitors hit the same failures repeatedly — foreign cards rejected at sign-up, registration gated behind a local phone number, and a flat "no taxi available" in cities where taxis are demonstrably available. And passenger transport is licensed at entity, cantonal and city level rather than nationally, so there is no single approval to win — entry would mean negotiating locally, town by town.
